I do agree that it was strange that your filming crew weren't allowed in, and i'm not up to speed with the usual scheduling and so on of when two different paysites' models meet - so i can't comment on whether or not said lack of your film crew consitutes some kind of irregularity or not.

What i can say is that i think most of what happened was perhaps misconstrued, and that both Brooke and Melissa appeared to be under peer pressure, particularly from Bubba, but you have to give credit to Melissa for not ramming the dildo inside her like Bubba asked, and credit to Brooke for continuing under harsh circumstances.

Essentially what i am saying, and what i believe a rational court would say (if it unfortunately went that far) is that no bad intent was really meant on either party's behalf (including the Bubba show as a party): Bubba is reknowned (from what i know as an inhabitant of the UK) for being pushy, edgey and as somebody aptly described, a "shock jock"; Brooke is known for being the atypical shy "girly girl" teen model (perhaps not in real life, but that is certainly the impression i get from her site) & Melissa is known as being a more cowboy-like, "tougher" model (again, from the impression i get from her site). So while Mayor is understandably annoyed, as is Biggie about the whole backfiring and etcetera, i believe the only root cause attributable to this incident is that of a lack of proper and concise prior planning between all three parties.
