I've seen the table that they strap the kid's down to. They no longer do it in the hospitals because that way the insurance company can get more money out of you. They make you do it in a pediatrician's office now.

Still do it in the hospital here. Right after birth if you want. My wife and I are expecting July 9th and just went thought the whole tour Monday. The table things very creapy. But, still a hard call. 1. It's so common that I wouldn't want a son of mine to feel "different or ashamed of his cock" because it looks different from all the other boys But 2, Is there really any need for it?
