Pay attention, of course it's the fault of his administration. They're in charge of the army. They set the conditions for this to happen. Rumsfeld personally approved several forms of torture and Bush's attorney general decided that the geneva conventions do not apply to his administration. The torture by US troops right now is systematic, not a few rouge soldiers as our media would like us to believe. It's policy. The only thing that upset Rumsfeld about this was that troops had cameras there to take these "unbelievable photographs".
