I don't know if punishment works that well - quite a few kids see it as an encouragement and love doing stuff they are not supposed to do.
When I was a kid my parents chose another way and let me play with fire as much as I wanted - but under supervision. I was quite a pyromaniac, but because of this I knew what I could do without risking to burn myself or light up the house - way before I way 7 years old. Never had a problem with fire...
Then again, we never had a gas stove which could blow up...
