i mean its not like people are scattered all over the beach all the time or its common knowledge you should be VERY careful when driving around on said beach ESP. when your a cop in a huge SUV...
there was no drowning swimmer so there was no need for them to even drive over the berm...nothing was wrong.
but hey, like you said, accidents happen, lol.
