No,
cleared would indicate that they determined there wasn't enough evidence to charge him on. If you read the coverage of it it says the decision came after high pressure meetings with his attorneys and the prosecutor, after which the prosecutor announced he would not be bringing any charges against Mr. Rove. That, my friend, is a pardon, even if not ceremoniously or officially declared one.
Just semantics though, as much as "not guilty" doesn't always equal "innocent"
