it sounds reasonable to me... fines are supposed to be a deterrent for committing a crime, but if the fine is so low compared to one's income then what would the deterrant be?
in the US they don't have a progressive fine like that but they do have a 'points' system, ie they give X number of points per violation, upon reaching a certain number of points the license is revoked temporarily.
