The css part is the most important. I'd like something smart that stores colors in your project / site. Depends really what suits you best vanillaice - apart from standard text editors (UltraEdit, NoteTab Pro etc) for hand coding, - you may want to check out Dreamweaver. If I get your meaning, think DW may do what you want.

There are also 1000's of plugins for DW and you can write your own if there is something specific you want.
