its ALWAYS about diet and training. calories, type of calories (ratios of macronutrients) and training. there are no simple answers to this and definately no "one size fits all" answer as its mostly an issue of genetics.
anyone with these concerns should be on a bodybuilding forum asking these questions of professionals, not asking fat, turd webmasters who are malnurished, pasty white and are hiding in their parents basement.
