Domain names, I recommend namecheap.com. Search on google for some namecheap coupons, can knock off another $1 off the registration.
As for a host, you need to let us know what kind of sites you are planning on starting. There are some wicked deals for hosting out there but some of those wicked deals are by absolutely dumb 'companies'.
