Designers: question

Ok, I've been talking to someone who really would be better off just hireing a designer instead of doing it themselves. A few questions:

Do the designers give the client the psd files for the logo (to be used as watermark, etc), the pages, or anything? Or does the client only get the jpg slices as a finished result? And do the designers make everything active (hotspots, links, etc) or do they just make the prettiness and let the other person do the coding?

They may sound like odd questions, but I'm trying to find out if a person I've talked to is on the level or not.

In short, is $500 fair for just the pretty backgrounds in jpg form? He's done 6 pages, but they are essentially the same background with a single photo changed for each page. Because this is what her current designer has given her, and he's being difficult on top of everything.
