The $25 was charged as a CASH ADVANCE on my credit card. It would have been no problem if it was charged as a normal credit purchase because there are no fees associated with that. However, since it was charged as a cash advance, finance charges were attacked by my credit card bank.
So again my question: did I miss the Epassporte note saying such a deposit would be considered as cash advance by my credit card or did my credit card bank mis-categorize this transaction as a cash advance?

Yes, You missed that piece of info...
If I choose to load with a CC, I see something like "*Please note: Your bank may assess cash advance fees..." on the reload-page.
Not much You can do about it other than to be aware of it from hereon.
