Yes, they charge $5 of every $100 you deposit to the account but this was not what I was asking. I deposited $25 using my credit card. They took $5 that is fine.

The $25 was charged as a CASH ADVANCE on my credit card. It would have been no problem if it was charged as a normal credit purchase because there are no fees associated with that. However, since it was charged as a cash advance, finance charges were attacked by my credit card bank.

So again my question: did I miss the Epassporte note saying such a deposit would be considered as cash advance by my credit card or did my credit card bank mis-categorize this transaction as a cash advance?
