Yep, 85% approval rating, been Sheriff in Maricopa County since 1992. Even ran unopposed at one point. Doesn't sound like a joke to me. Has introduced many innovative programs. I cannot find a recitivism rate though, but because of the info below I suspect that it is significantly down.

In addition I have seen on TV that there is not heat in the winter or airconditioning in the summer. He has survived numerous attacks by International Human Rights organizations.
