Go to a DOS prompt.

1. c:
2. cd \winnt\ [ or if you are using XP, cd \windows ! ]
3. cd "Downloaded Program Files"
4. regsvr32 /u sec.dll
5. [ close all your IE windows now ]
6. del sec.dll
