Yep, you are right. Bush starts the ball rolling and the other conservatives will jump on board and use the platform for their own campaigns. This gives them good ammo because even when the bill gets shot down they can go home and say, " see I tried to help pass a law to ban gay marriage, but those evil liberals shot us down."
