I fully believe that. It rallied the coservatives up in '04 and they have about one more good round to get milage out of it. By that time most states will have their own law so it really won't matter.
This is more important to the country than the fact that this administration has broken so many promises. Bush changed his mind about Katrina rebuilding, funding "No Child Left behind", and is now taking money from NYC earmarked for homeland security and distributing it elsewhere. Remember in the presidential debates where he stole the thunder of one democrat agenda, healthcare? He proposed community health centers that would relieve the burden for those with no health insurance, but the only thing they have done in that department is take away benefits from seniors who need it most. Of course, that helps them budget their tax breaks for the rich and cowboy politics.
