Got little doubts there is a desire to do just that given the chance.
Any international organisation shows a cohesion within the international community - despite all differences. In effect this is a "threat" to some some countries.
There is one country on this planet who has been more vocal in anti international organisations or where there is representation from all countries - and this has been the USA.
US "freedoms" don't even extend to keeping their own agreement over the abandonment of ICANN in September and where all countries with TLD's would replace this with an internationally represented board. Tho, little doubts that will happen, with or without the US.
