K, since I'm holding my cards away from my chest, I might as well as show you how I've played the game there before:
Pay the $20 fee for a "Featured Project" listing. This not only gives you much more bargaining leeway, but generates more responses within the programmers since you're paying for their fee, upfront.
Go with the rated guys and check their feedback. There are a LOT of players on that field, some of whom are scam artists! By the same token, some of the strongest PHP, MySQL and CGI craftsmen are available there as well.
Don't always go with the lowest or the highest price, the best deals are usually found in the mid-range. When in doubt, forget the bids and go with the best-rated programmers.
Private Message, Private Message, Private Message!!! You can't do too much of this feature and the more off-line discussion you have about your project, the wiser you'll become...
