For example, you have 2 guys. One make a million dollar a year + has a wealth on 5 million. The other guy works at mcdonalds and make 25k a year.

I think thats a good idea.
If rich people can easily afford tickets, they can allow themselves to break the rules more often. But by taking a percentage of a person's total wealth everytime, you're teaching them a lesson.
It puts everyone on an equal footing
