The ticket system sucks.
If a car is getting a ticket, the amount of money the ticket should be on should match the income + wealth of the owner of the car.

For example, you have 2 guys. One make a million dollar a year + has a wealth on 5 million. The other guy works at mcdonalds and make 25k a year.

That means, if the mcdonaldsguy get a 50 dollar ticket (0.002% of his salary), the first guy (richguy) should pay the same % on his wealth.

What a good system that would be.
