28 is not a big enough stabbing sample to make an accurate determination as to the total estimated number of berliners that are HIV positive. further, the sample group (those who gather at train stations) may not typify HIV distribution in Berlin. Hopefully, they will let him out and he will randomly stab a few thousand people in random areas of the city in completely random patterns so you will have some better answers.
