It where you "fake clicks" or visits to websites from the websites of your choosing. The referrer you choose shows up in the webmasters stats program. Referral spam.
It's a good way to target webmasters.

I get it all the time still. So people are still using it.
I bet if you you went back to 1988 and did a fax campaign, you would do well. No one faxes anymore, so your faxspam would be noticed!
