How do you conclude its "fraud"?
I would guess they are redirecting outbound clicks through a tracking system on a throwaway domain as many do, as they are being paid for ad clicks and have an interest in an accurate count.

Well depend, try to check is that domain serve as redirect domain, meaning traffic coming first to actual domain then to redirect domain. If you determine how those two domains are not related, then is either fraud or some sort of technical glitch.

At first look
bppr.info is an anon site or has been hacked. Its also black listed for malware ** http://yandex.com/infected?l10n=en&url=bppr.info That said if you load your code from xyz site you selected to get the pops from you should be able to see the load path of the pop to see if it is being rerouted via random URL's. |

Would be weird if same people hired to take videos and uploaded to tubes were the same ones clicking on ads. Kind of like fucking you from both ends.

ALL skim traffic is fake programmed traffic. You're an idiot to buy it. An idiot. All fake redirected IP's. People in Russia that run skim traffic sites laugh at how stupid American's are for buying it. LAUGH OUT LOUD.
