Try oDesk it's a great way to find developers and you can monitor them as they work with their work diary and screenshots of their computer supplied to your employer account.

Guru.com, Elance (the oldest) are good as well. They also offer escrow (so you don't get burned).

If you need RELIABLE people, just get in contact with us, I sent you a mail with samples of our work a couple months ago when you were looking for the same thing... maybe is time to stop looking again?
