Either way, he can't be responding to Time, since they didn't and they have never before "offered" (though they might be considering). It must be a vapor of his mind or something. Since Time does not offer or declare it ahead of time, where & how he came up with it I'd either have to read up on if it has been reported, or he made it up in his mind; I wouldn't trust him as to the source of info, as I've known people his age with his kind of off-focus thoughts and take anything he's saying with a grain or two of acetylcholine.
