I really doubt it that it's mass advertising you're seeing...
You've probably visited some CCBILL page before. What you're seeing now is CCBILL's remarketing Google ads - for people who already expressed interest by visiting their site. They can appear on any mainstream site that makes money with Google ads, including CNN. |

Not strange at all, every adult billing processor which i know also process mainstream. It's not rocket science.
