The registrar is required to pay for the renewal upon expiration and get refunded upon deletion so technically the domain is theirs the moment it expires. So what they chose to do with it from that point is up to them. You should also note that namecheap is and has always been a enom reseller/registry.

Namecheap is involved with shady activity where they "steal" certain expired domains. I haven't had it happen to me, but there are numerous stories posted to forums.
The whois changes to a residential address (it's always the same guy) and completely disappears from the domain owner's account. Complaints that expiration notices were never received often accompany this. You can then contact namecheap and complain about this and they renew the domain and put it back in your account. What's exactly going on here is anyone's guess. Some say Namecheap is preying on domains and moving them to the account of an individual when they expire in hopes that the domain owner will never notice. |

And about the ICANN registrar thing..... I don't buy new domains there, so I can't say if those are under Namecheap or not, but I did do some transfers in using black friday or cyber money codes or something and those are under Enom.

I have migrated most of my domains to Namesilo as well. Closing out Namecheap and Internet BS. Although Internet BS is a good registrar also, just consolidating to Namesilo.
