I've never been ignorant to the fact that in Central and South America, kingpins still live like kingpins (still surrounded by all the trappings of success and still running their biz) but I haven't heard of prisoners getting out, getting official weapons and cover, executing people and returning.

Race to the bottom. Legalize and tax and the problems go away.
