THC is fat soluble, NOT water soluble. That means if you put weed in water you get wet weed not water full of THC.

Try this instead. Warm butter until it's melted. Leave it on enough heat to keep it liquid, but not burn or clarify the butter. Put any quality of weed in the butter and let stand for a few hours. Strain the mixture and throw out all the leafy parts. The butter (a fat) will have broken down the THC from the weed. Cook with the butter. Enjoy.

any temp after over 90 degrees will start to decarboxylate the thc

most people use butter though to absorb it, alchohol can be used but normally it is of the isopropyl variety and can not be ingested

Don't use water.

The way I've sometimes done this and had great results is to warm up some rum or cognac or whiskey or something, don't boil all the alcohol out... add the weed, then pour in some milk (not too much tho), keep it warm and stirring, add some instant coffee, quite a bit of sugar, keep it all mixing and warm for a while. You can drink it warm, or, you can let it cool (the longer you leave it, the better the results).

Abraxis do a mean hash coffee that'll leave you seeing pink elephants if you drink a few. But then I believe they grind leaves or resin and add it all so that you consume the lot due to the fat thing mentioned above.
