Anything that reduces the US military forces deployed overseas, and our expenditure on military, is a good thing. Our funding of NATO has been insanely high for far too long, and should have been cut as soon as Europe recovered from WWII by the 1960s.
Personally, I think that this is just a move from the EU Parliament, (an unelected body comprised mostly of people who were appointed from countries in which they couldn't get themselves voted in...), in order to try to hold on to, and increase, its power over the member states, but that is a problem for the Europeans to try to deal with.
