Cookies and LocalStorage are preserved during the lifetime of that window and work fine. When opening a new window it starts out clean with nothing saved.When they close the window anything stored is discarded. Within the lifetime of the window being open though, the browser works as normal.
So basically if they open an incognito window, click and affiliate link, then sign up, you will be credited.
