Actually, its just worth 17% more, not thousands.
PageRank has a dampening factor of 85% ( see
Pagerank Explained Correctly with Examples "All these fractions of votes are added together but, to stop the other pages having too much influence, this total vote is ?damped down? by multiplying it by 0.85 (the factor ?d?)" ).
So, if there is 10 PageRank points on page1.html and page1.html has only 1 link to page2.html, page2.html will receive 8.5 PageRank points.
1/.85 = 1.17, thus 17% more.
