The biggest scam the mexicans do is claim a child dependent for the extra welfare and then send the kid back home to Mexico while continuing to collect the welfare.
Another thing they do in my area is claim enough dependents to qualify for a 4 bedroom home. This pretty much guarantees them getting into a nice area since the lower value homes top out at 2 or 3 bedrooms. This is why Mexican families pop out so many kids or have extended family living with them.
The cubans take it one step further. They obtain welfare for the family and then move back to Cuba. Family in the US then collects the money for them and sends it to Cuba.
