Who gave them amnesty?
Illegal migrants should be sent back to where they came from and those who are citizens of countries who refuse to take them back of have no documentation put into work camps. Fed, Housed, Medical Aid in return for work. Then the flow of illegals will become a non-issue.
The very last thing they should be allowed to do is work or have a place to live outside the authorities control.
