A high CTR banner is hardly a performance indicator as clicks do not mean conversions - and if it's a cpc buy, it could burn every cent you have before your stats even refresh. A banner with a midget on fire might get a 5% CTR... That's not going to be useful. For example, you could spend $500 on a xhamster placement via exoclick before stats update and before it fully shuts down even if you pause it the same moment it goes live. There should be a distinction made between high CTR banners and CPM and CPC buys.
