And well, he's right - basically he's saying "Titan/Goodyear, who the fuck are you?" Many American companies invest and employ in France without problem. His industry, tire making is minsiscule comapred to eg Michelin, a world leader. How can Michelin be 20x bigger than his company with such a lazy workforce? And from no involvement from the government.
