just because someone is good at building traffic does not make them good at supporting affiliates, and vice versa. building traffic is full time job, supporting affiliates is too.

We have room for more skilled people! True, some people that are good at building in-house traffic my not be the best person to work with affiliates. Although, if they are good at building traffic they are/were in affiliate role at some point in time.
