just a thought, but it looks like you are looking for two people, or one person to fill two roles, which are entirely different.
one is you want someone to generate traffic(it seems)
and the other is you want someone to support your affiliates.
just because someone is good at building traffic does not make them good at supporting affiliates, and vice versa. building traffic is full time job, supporting affiliates is too.
